     The enactment of SSWIFT will establish a constant and reliable source of money for the participating corporation's American home based operations. This will allow them to rebuild or expand their domestic business infrastructure including adding new jobs, expanding employee benefits and having a source for working capital. For corporations that have global operations they can shift money that would otherwise need to be spent here to those operations enabling them to be more competitive in the global business arena.
      It would be illegal to spend money from SSWIFT for operations outside the United States. An important part of the proposal will be the requirement of a transparent fund accounting system, carefully audited to verify that all SSWIFT funds are spent solely and exclusively on American based operations.
     The reliable predictable cash flow from SSWIFT could serve to help "energize" the American economy.
